Foundation
General Rules
Respect All Players
Harassment, discrimination, hate speech, or toxicity toward any player will result in an immediate ban. This applies in-game, in Discord, and in all Oakland RP spaces. Treat everyone with basic respect — period.
No Metagaming
Metagaming is using out-of-character information to influence in-character decisions. Your character only knows what they have experienced in roleplay.
Examples of Metagaming
Using Discord to find out where police are during an active scene
Recognizing someone by their username that your character has never met
Telling friends via stream or voice chat where to find you in-game
No RDM or VDM
RDM (Random Death Match) — Killing or attacking a player without valid RP reason or prior engagement. VDM (Vehicle Death Match) — Using your vehicle as a weapon against players without RP justification. Both are zero-tolerance offenses.
What counts as valid RP reason
Established in-character conflict that led to confrontation
Defending yourself or others when your life is genuinely threatened
Ordered hit with a proper in-character backstory and setup
No Cheating, Hacking, or Exploiting
Use of cheats, trainers, mods not approved by staff, or exploiting game bugs to gain an advantage will result in a permanent ban with no appeal.

In-Game Standards
Roleplay Standards
Value of Life (VoL)
You must act as a real person would in dangerous situations. If someone has a gun pointed at your head, you do not attempt to run or fight. Failure to value your character's life breaks immersion and ruins the experience for other players.
New Life Rule (NLR)
If your character is downed and revived by EMS (or respawns), your character does not remember the events that led to their death. You may not return to the same scene for 15 minutes. You cannot seek revenge for your own death.
Stay In Character
Remain in character at all times during active roleplay. Use /OOC sparingly and only when absolutely necessary. Do not break character to complain about situations — use the proper report channels after the scene ends.
No Cop Baiting
Deliberately provoking law enforcement without realistic in-character motivation is not permitted. All criminal activity must have genuine RP justification — not just to get police attention for a chase.
Prioritize EMS
When EMS is on scene, all active combat must pause. Do not interfere with medical roleplay. Shooting at or near EMS personnel is prohibited unless they are directly participating in hostile action.

Department Members
LEO & Emergency Services Guidelines
Represent Your Department
As a LEO or emergency services member you are held to a higher standard. You are the face of your department. Conduct yourself professionally at all times, on and off duty.
Lawful Enforcement Only
Officers must have reasonable in-character suspicion or probable cause before stops, searches, or arrests. Unlawful policing, corruption without department approval, or abuse of power will result in department removal.
Radio Discipline
Keep radio communications clear and professional. Use proper 10-codes. Do not use radio for non-essential chatter during active calls. Follow your department's communication protocols.
Use of Force Policy
Force must be proportional to the threat. Deadly force is only authorized when you or another person faces imminent death or serious bodily harm. Document all use of force incidents with a report.

Civilian & Criminal
Criminal Roleplay
Criminal RP Must Have Story
All criminal activity should have an in-character motivation and backstory. Random crime with no RP buildup is poor roleplay. Build your character's story — the best criminal RP comes from developed relationships and context.
Heist & Robbery Rules
Major heists (bank, store, etc.) require a minimum of 2 on-duty LEO before initiating. Hostage rules apply — hostages must be treated with basic dignity in RP. No killing hostages without serious RP justification.
Gang & Org Rules
Criminal organizations are permitted but must be registered with staff. Territory wars require prior RP buildup and staff notification. Mass shootings with no RP context are always prohibited.

Communication
OOC & Communications
OOC Chat Usage
Use /OOC only for genuine technical issues or rule clarifications during a scene. Never use OOC to argue, complain, or comment on roleplay decisions. All disputes go to Discord staff tickets after the scene.
Streaming & Content Creation
Streamers must use a stream delay of at least 5 minutes to prevent stream sniping. Sharing your stream link in OOC or using your stream to gain IC advantage is metagaming.

Appeals & Reports
All ban appeals and player reports must be submitted through Discord staff tickets. Do not DM staff directly. Staff decisions are final unless appealed through the proper channel within 7 days.
